On the Puppy Linux forum I casually mentioned Gandalf's PEs and everyone pointed their cursors at me and said DO NOT talk about illegal stuff !
Is it cool on this forum? I hope...

How to create one is ok, how to download one not so much. Microsoft is very possessive of their code.

After what Ed_P said about it I'm going to build my if I do them I will install Linux on my hard drive and run my built of Win7PE off of a USB. I don't even run Windows very much anymore.
I just like Slackware because I think it teach you about Linux to build packages where Ubuntu is like Windows you just install programs you want.

You can run any Win PE you make on your hard drive or USB drive Jack. What you can't do is share the bootable PE system to others. The code you used to create the PE you can share. Its what we did with Windows XP and the BartPE systems on the 911CD forum 20 yrs ago.

That's the number on my folder, PEBuilder3110a. And my bartpe.exe is dated 03 Dec 2004.
