Trying to mimic the frost/blurry glass effect from Deepin Desktop on whiskermenu.
I'm very pleased with my
batcave.

Is it possible to emulate that using regular Porteus?
And would that work with any DE?

Hi.
Since XFCE in Porteus 5 is now v4.16 I see no reason why not.
Just split your lower panel into 3 (in order to have different sizes). Use 1st for the launchers, 2nd for the opened windows and the 3rd for the systray.
The rest is just a conky config and some css rules located @ /home/guest/.config/gtk-3.0/gtk.css

Certainly not because i.e. MATE uses its different css elements/classes to display its panels.

and xfce4-whiskermenu-plugin is included, just not enabled by default.
