Porteus Kiosk is an operating system which replaces Windows during installation. Perhaps you could run it under Windows in some virtual machine?

Booting via a USB drive is a good option.
Or:
1. Install Kiosk to a separate partition on the machine and dual boot it either via the machine's boot screen or using Grub2Win.
2. Copy the Kiosk ISO file to the machine's hard drive and use Grub2Win to boot the ISO.
