Enlightenment is nice, and if I remember correctly, based on Ubuntu. Had to use it before a few times in order to use Skype. They were at the time keen to support anyone who wished to port the desktop. Their latest version did not work on my m/c, had to use penultimate one. However in order to adapt it, I believe, one had to know vala.

E17 is lighter than Gnome/KDE but heavier than LXQT/XFCE.

I very much doubt it, and certainly not Cinnamon, as brokenman has been dabbling with it since 3.0.
