How can i add a new startmenu directory ?
Or better which and how config files must be changed ?
And which files must be saved for a module ?

please mention the desktop on which you want to add new menu category - i guess it's KDE4 but please confirm.

There is an application to customize menu for KDE, unfortunately I don't remember its name. Another universal way is to edit some files at /etc/.../xdg/menus or ./guest/.config/menus. You can install Wine or Google Chrome App Menu and see how it works.
