no need to install porteus on hard disk, it can run from a usb stick or flash card

This a package maintained by freestyler. So pkgs.org points to his website. I would say this is logic that you cannot download the package.
Did you try to reach freestyler? Many members on the porteus forum would be happy to have news about the bad boy.
You know usm command line, you can build cuda toolkit from source with:

revised information on the use of rsync to move a porteus install from a partition to another and to move a porteus vbox install to an hdd partition.

I prefer my personal way, not using the automated save settings methods of porteus. (Mostly to have an extra secure system)
I have a 990-rootcopy module that holds the largest number of my personal additions, e.g. scripts and programs in /usr/local/bin, and I store the rest of the small setting changes via the rootcopy folder, you can do so ________________________________________________even when using a FAT32 USB-thumbdrive, just create a small 2nd ext2 partition on that stick and redirect the rootcopy folder to that very partition, best via UUID, since when your USB stick is the only drive in the used PC, it will be sda, but when you start a PC with internal hard drive, the USB thumbdrive most probably will be seen as sdb, and so the link to rootcopy on the thumbdrive's 2nd partition would break when that directs to sda2 instead of e.g. sdb2.
Of course, when you make changes to your settings and the PC crashes or you reboot prior saving the changes manually, then they would be lost. But Porteus hardly ever crashes, and one should use the brain prior rebooting when one does the saving of settings manually…

my technique also has the added bonus that any user learns more about its DE and about some of the programs, and it might be handy looking into the changes one does save, or maybe not save for a special reason.
And yes, I recommend using ext2 without journal since USB thumbdrives have limited writing capabilities. (Same would be the case when you use, e.g. a secure digital card, e.g a SDHC or SD card, or any other such card that also gets used in digital photo or movie cameras or GoPro's) When you have your Porteus on your PC harddrive, you should have ext3 or another journalling Linux filesystem.
