this window does not come from KDE4 or even qt application (which app is it?).
not sure if gtk based apps supports previews but rather wont in KDE4.

inside kde and others sites works thumbnails, only in facebook upload photo show this window type.
Firefox and chromium same problem.

you need to replace GTK filepicker with KDE one for all gtk apps. please follow this guide (not sure if it's still valid):
