First you need to install it:
slackyd -g slackpkg
Then install it:
installpkg /var/slackyd/slackpkg*
Then run it.

There is no text mode package manager although i have started writing one. For now you can slackyd or slackpkg to find and install slackware packages. Any slackware package manager will work with porteus.
