Improve "Settings" menu

I tried but i can't understand why XFCE team duplicate "Settings" menu and "Settings manager"
This code:

after this:

   <Category>Settings</Category>
</Include>
(HERE)

in "xfce-applications.menu" file make it look
PS I know that i can copy "xfce-applications.menu" to "home/guest/.config/menus" and do everything that i want, but...
