Xfce 4.19 for PorteuX 1.6+ current

Xfce 4.19 is the developer version that will become the final release 4.20 by the end of this year. While it's still in development, it feels quite stable, as is typical for Xfce.

Known issues:
Can't set a generic monitor for the background, so most likely it will be black until the user sets a new background image -- already reported upstream.

Yeah, I know. That's their decision. I didn't change the code.
