Setup offsite on wifi

I am trying to setup the kiosk off site . I need it to connect to WiFi . I know that on DHCP wifi it can also use the wired connection so I figured I would manually enter the ssid and password and then plug in a wire so the wizard would dowlnload chrome. It doesn't work . It just keeps looking for the wifi connection which doesn't exist off site. Any ideas would be greatly appreciated.
