thereś a bug on the U.S. keyboard.
to type a single-quote or double-quote, i have to press the key twice.
if i press the key just once, then i don get the character.
Often, the next letter will get an accent mark, or i don get the next character at all.

Fixed.
Go to Keyboard app > Layout.
Model: Pick model "Generic 104-key PC" (might not be needed, if already correct).
this is the important part of the fix:
Layout: Delete existing (it's "int'l", which is wrong)
Pick layout "English (US)", (top-level layout, not sub-layout).
reboot might be needed.
If possible, dev team should fix layout on US installs to "English (US)"

You've selected a keyboard layout that has dead key support on those keys.
One such layout is US International, for example.
Dead key:
A key that does not produce a character by itself, such as the accent key on the international keyboard.
However, when the user types in a character after pressing the accent key, an accented character appears.
If you press one of the letters designated as eligible to receive an accent mark,
the accented version of the letter appears.
If you press the space bar, the symbol (apostrophe, quotation mark, accent grave,
tilde, accent circumflex or caret) is displayed by itself.
Fix:Select a different layout. (As you already found out)

i may be incorrect, but i think during installation, Porteus asked me keyboard or location.
i would have selected US, so should not have gotten int'l kbd.
