Usb ports not working without laptop charger is plugged

I have seen a strange behaviour with a Toshiba laptop. The problem is that unless user plugs charger of his notebook, usb drives or other usb devices does not work. If he connects charger, everything is fine. It is not related with battery status, I have tested it with fully charged battery also. Porteus version is v.12 x64 with LXDE.

This sounds like a unique hardware problem. The motherboard has a 5 volt rail leading to the USB port and as long as the USB output is receiving the full 5 volt (+- 0.25v) and 500mA (USB2) maximum then the plugged in device should respond. My guess is that your battery is dying.

Is this behavior only appearing with Porteus?
can you try another Live-CD-OS? --to verify--
If you will have the same behavior, then your Battery is dying
as Brokenman said.
If you have, or can get, a self-powered-usb-hub, it may help awhile.

@brokenman: This is a brand new I7 Toshiba ultrabook.
@donald: let me check other distros. Also I will check porteus v2.

Ok, I disabled laptop-mode completely from /etc/laptop-mode/lamptop-mode.conf .
Now usb drives and mouse works.
