It is exactly like that.
xfce4-settings-manager uses the helpers.rc and saves changes in ~/.config/xfce4/helpers.rc

]ed above and restart, I presume xfce4-settings-manager accepts these settings from ~/.config/xfce4/helpers.rc as its default.
