Could be that it is not able doing so in default settings, that is needs some kind of plug-in to enable that webp export option.
I presume you can export raster graphics?
Just try using filename.webp instead of filename.jpeg and see what blender does. Most programs accept the file extention as your wish for using that file format.
One exception is mtPaint: you can use save as and choose e.g. png as file format and use whatever.webp as file name -> mtpaint would save that file as whatever.png regardless.
GIMP on the other hand usually uses the file type you give it.
Use an "save export" as whatever.webp and GIMP exports the file as webp.
