IMHO to each his own... Micro$oft's desktop "dashboard" metaphor is bar bottom (also Gnome)... Apple's is "heads up" bar top (also E17)... Kde's is bar right.
For me it's all about real estate... I sometimes use a launcher (eg... Avant Window Navigator ) so it's bar top because I prefer to hide the bar and launch from the bottom Apple style.

Available in the USM is an excellent launcher (TinyCore Linux's default) minus the Gtk/Qt bloat of AWN...

Screen management, apart from bookmarking, is a great plus for me in Cinnamon. There are hot keys to expand the current window the breadth of the screen or the height of the screen and back. Also have added hot keys to send a window to one of the four corners of the screen.
