I'd say please don't touch my clock would be good enough here. IMO support for the right keyboard and timezone is still quite variable under Linux, sometimes a luxury even today.
Don't both parameters need to be made available right from the boot menu much like with 'Mageia Live' anyway? Though it's actually broken for me once past keyboard selection...

Follow-up:
It did fixed the problem. I had to boot into win 10 after correcting the bios time setting. And then adjusting the clock for the right time zone under porteus 4.x, it displays the right time on my xfce time icon.
