update Mate v1.28

I'm thinking of updating Mate to version 1.28 (March 31 2024. I will try if I can do it I hope. I have all the files to do it. I will post the file if I get it done.

@76 I need something to do and I will start in Jan 2025 hope to get it done by my 77 birthday on Feb 9. It only the Mate files in 003-mate.xzm.
I just like Slackware because I think it teach you about Linux to build packages where Ubuntu is like Windows you just install programs you want.

Don't worry I will build it for me only and I guest I'm the only one that use Mate.

Beside if Brisk Menu was made for Mate why wouldn't Mate SlackBuilds have Brisk Menu there for download but it not part of Mate.

So you all have a good time here.
