Is it possible to enable the use of a screensaver without reinstalling in the process of running an already installed kiosk via SSH?

Probably yes but it's rather pointless as every user input would break the screensaver.
Reinstallation (or remote config update) is preferred solution.

The system defaults to the last downloaded configuration and displays notification that the remote config was not accessible.

Yes. And there is. It is not yet possible to deploy an authenticated Web server. I specified a third-party server, but I do not post the config, because it displays the password. If I copy the config to the Web server without strings with passwords (root_password and vnc_password), will the kiosk load the remaining parameters and what will happen with the passwords? Passwords will remain the same or reset?

Passwords will be cleared. It will berandomly generated for SSH and not set for VNC.
