How to change the browser localization from English to another, if during installation of the firefox language pack addon you cannot then go to the addon manager in order to select necessary language? Is it possible to temporarily turn on the addons manager and browser options?

You need to follow this thread:

You'll also need to change "general.useragent.locale" preference to set your language so you could use 'browser_preferences=' or 'run_command=' parameters for this, or just hardcode these preferences in your customized ISO.
