chrome tab 'about:blank'

I have a customized ISO which includes the virtual keyboard extension.
Every time the system starts up or the browser is reset the homepage loads but instantly after an 'about:blank' page pops up on a second tab. I have tried changing all sorts of first run policies to no avail. I was wondering if anyone else has experienced this and found a fix.
