the file you've downloaded (Xpad.tar.gz) is just an archive containing the files list at the bottom of https://slackbuilds.org/repository/15.0/office/xpad/ page under "Individual Files" ..ie script and files for compiling the source.
it's not a slackware package( .tgz, .txz) that could be converted to module.
unfortunately, MIME can't really (that i know of) tell the difference since .tgz = tar.gz in terms of archives, but not all archives are equal.
