brokenman, I got the same result as Jack. Maybe you're using another GUI and it comes with a different unrar version.

You can disable the entire ipv6 stack at kernel level (kernel cheat).
ipv6.disable=1
Disable just the ipv6 address (kernel cheat)
ipv6.disable_ipv6=1
Check to see if it worked.
netstat -tunlp |grep p6
This probably occurred during the last network manager problems. I recompiled networkmanager to use dhclient due to problems related to ipv6 and connection dropouts.
cyrillic is not required for de but I don't know for which languages cyrillic IS required. Until I can sort that out the file comes with all locales.

I will try to reproduce this. What file system are you trying to decompress to? Is it a windows file system? Can you put a file in the downloads folder and try it from there?

I am using Porteus-v3.2 final Same version but I had to change the boot part like we talk about in the PM I sent you. To get it to boot better and faster.
What file system are you trying to decompress to? I'm using Mate x86_64. If that what you mean.
Is it a windows file system? Not sure what you mead.
Can you put a file in the downloads folder and try it from there? That where all my files go.

Just tested disabling ipv6 via kernel command. Works well.
To decompress the rar files I am using:
engrampa-1.16.0-x86_64-1jay
unrar-5.4.5-x86_64-1jay

In fact it started as a download file, so it was already inside downloads folder. I think the bug isn't related to file system once manually installing unrar Engrampa works flawlessly. One more thing: the problem happens when you try to open Engrampa before trying to decompress.

I remember when this project first started I think rc1 I had the same problem and how I fixed it was. I went from p7zip-15.14 change it to p7zip-9.20 then it started working again. And MC started working again to. I guest I can do it again.
EDIT:
I try it these ways.
1. I try to when downloading
2. Right click on file in download directory
3. Open Engrampa first then try to open the file
It didn't work on any way I try it.

I have tried to reproduce this in xfce and mate (64bit) and no matter which way I try, the archive unpacks without error. Here are some questions:
What is the md5sum of the ISO you downloaded?
Are you using 32 or 64bit?

I downloaded it and the md5sum is the same. I will try it later tonight.
EDIT:
I did test on that file and it now it open up but if I use MC it don't open up.
Porteus v3.2 x86_64 Mate final.
This version I just downloaded took all most 3 minute to boot up. RC5 was the last one to boot up fast, all of the one's after rc5 takes 2-3 minute to boot up.

Can you please try with the file I told you and/or upload the one you're testing?
I tested with both the file you offered and the one Jack offered. Both unpacked without a problem in every test. I'm not sure why I can't get it to fail in any way.
The unrar version in the ISOs on the server are unrar-5.4.5
