Hello john4gaming,
Is this problem related to kiosk? Which version?
I understand the PC freezes during the reboot?
If yes then please try this parameter:

kernel_parameters=acpi=force reboot=warm,cold,bios,smp,triple,kbd,acpi,efi,pci,force
Next time please write what its all about so i wont have to guess.

That would be the first time I hear about such case in last 10 years.
