Firefox Favorites

I am trying to find out if there is a way to manage a list of favorites (bookmarks)for Firefox without having them all automatically open when I boot the system.
I am using remote management and would like to be able to add or remove sites as needed but not necessarily have those sites as a homepage which opens a tab for each site every time I reboot.
This would be extremely helpful as by default we have all internet traffic blocked from the kiosks but HR wants them to be able to provide access to certain sites.
I am currently adding them to the homepage= field in the config file using remote management but obviously I do not want all these tabs to open at the same time.

Any ideas or suggestions?

On another note, are existing kiosks upgradable or would I have to redeploy with a new image for the new version?

Kiosk can upgrade itself only when you sign it up to the 'automatic updates' service:
