Screen reader for accessibility

One of the requirements to offer a kiosk here at Public University of Ceará, in Brazil, is to have a screen reader for blind people to use the web.

Is it possible to include ORCA? I tried googling for ORCA modules but found nothing.

This is really rare request (actually first for ORCA) so it will be rejected.
