Did you use the language settings tool in Porteus? It should move everything into the correct /usr/lib64/locales path.

I did it about ten years ago. Back then it was viable, although very small gains were made. Considering hardware today the gain would be minimal, almost imperceivable.

Something is certainly wrong with your install. wpa_supplicant and pulseaudio are both included in the ISO. Can you explain your setup a little more?
