I'm confused what you did (why did you run mkisofs manually?)

Please follow this guide carefully:

And save the ISO on a FAT formatted USB device.

I can guarantee it will be bootable.

I dont think its possbible to do this with Chrome.

Better use Firefox as it has the context menus disabled by default.

This feature is not supported in default kiosk ISO.

Custom build has an option for adding a 'wifi manager':
https://porteus-kiosk.org/builds.html

However - switching is not done automatically and requires an user action (selecting new Access Point).

You could add your custom script to:
customXZM/etc/rc.d/local_gui.d/network.sh

Remember to 'killall dhcpcd' and then add your own network related commands there.

From the consumer perspective ARM is great.
From the developer perspective ARM is a nightmare.

I'm talking from the developer perspective.
If someone asks me for an ARM port i say "NO" and redirect to Rock PI X which is similar in price, performance and most importantly: just works.
