I think, that the higher CPU-frequencies are caused by errors - I think mainly by xorg errors. You see them, when you shut down. The problem is, that I dont find them in any log - so I dont see, how often they are per second. If you have 20 or 30 errors per second, the CPU never goes to deep C state...
