2 - load module (driver)
3 - check if module is loaded

I don't known how help you sorry. The kernel module is loaded and usb device is recognised.
Try execute as root for full permissions, maybe resolve your problem.
Maybe I could help you, if I had a similar device to test.

Had to use a different cable :

( chip already works with Porteus (Minicom) )
Reprogram cable to match PicAxe cable :
