IMHO to each his own...
Micro$oft's desktop "dashboard" metaphor is bar bottom (also Gnome)... Apple's is "heads up" bar top (also E17)... Kde's is bar right.
For me it's all about real estate... I sometimes use a launcher (eg...
Avant Window Navigator ) so it's bar top because I prefer to hide the bar and launch from the bottom Apple style.

Available in the USM is an excellent launcher (TinyCore Linux's default) minus the Gtk/Qt bloat of AWN...
