Wine or VirtualBox

(This is a serious question, not at all an attempt to troll.)
Technically speaking, what are the merits/demerits of running a set of apps under Wine/Linux vs in a Windows guest in VirtualBox/Linux?
I can see one obvious difficulty for the Wine way... some Windows programs just won't run. I can see an obvious difficulty for the VirtualBox way: you do need a valid Windows license.
But other than that... VirtualBox seems to be a smaller package than Wine and gives one a full Windows environment (plus the ability to run other stuff in VMs). I've no idea about memory footprints, virtualisation overhead etc.
So what do others think?
