Porteus is under GPL Licence which allows you to re-distribute it under the licence terms.

some extra info can be found on Porteus wikipedia page: Porteus (operating system
license (/boot/docs/Licence.txt) says:
non GPL licenses for (very few) packages can be found under /usr/docs directory.
everything other is GPL including our own work (tools, scripts, etc).
everyone can modify and/or redistribute Porteus without objections.
