installing porteus usb key from windows

I am trying to install porteus 3.1 usb from an ASUS celeron:

It comes with windows 10.

With porteus 3.1 uefi seems to install automatically on a fat32 partition from a windows installation
1.0 INSTALLING PORTEUS 3.1 ON USB KEY
-I have formatted msdos bios gpta 16gig usb lexar 2gig fat, 11gig ext2 and 1gig swap.
- The xfce 3.1 iso content extracted with 7zip has been moved is on the fat partition.
- The Porteus-installer-for-Windows program has been called with administrative privileges, the output message stated that everything went fine.

2.0 BOOTING THE PORTEUS USB INSTALL.
- For ASUS the F2 key has to be trigerred to remove secure boot.
- In addition, reordering boot sequence to priorize porteus usb key, so it will boot before windows.

3.0 THE PROBLEM. Porteus menu appears but the porteus.sgn does not seem to be detected.

How do I modify the porteus.cfg file from windows?

I use a freeware app in Windows named PSPad.
