PXE changes=/srv/pxe/storage gives permission denied

Scenario:
3.2.2 image downloaded today is set up in VM with pxe storage=/srv/pxe/storage
Attempt to PXE-boot second VM with changes=/srv/pxe/storage
Problem:
Boot failure
Error message:
^ using Porteus data from /mnt/nfs/porteus
^ setting up directory for changes
^ testing filesystem on /storage/client-23B84D for posix compatibility
^ creating live filesystem and inserting modules
mount: permission denied (are you root?)
cant setup union (aufs) - read only file system?
I have reproduced this in two environments, it happens consistently. Apparently the NFS share launched by the first instance is not set up properly to handle the aufs mount by the second. If this is a "user error", please direct me to a howto doc showing what I'm doing wrong.
